Daniel Dedrick receives DOE Award for Safety, Codes and Standards
Karen Hall, Fuel Cell and Hydrogen Energy Association
Daniel Dedrick, Sandia National Laboratories, received an award from the US Department of Energy Hydrogen and Fuel Cells Program, Codes and Standards Sub-Program, at the AMR Awards lunch on Wednesday, May 16.
The full text of the award is provided here:
This award recognizes Daniel Dedrick for his outstanding achievements and leadership in hydrogen research and development activities relating to codes and standards. At Sandia National Laboratories, Daniel has demonstrated his leadership abilities by directing a team that has been responsible for providing the technical basis for both domestic and international codes and standards needed for the safe deployment of hydrogen technologies. Daniel and his team developed advanced testing methodologies to enable better understanding of phenomena such as accelerated embrittlement and fatigue due to hydrogen's effects on materials. This improved understanding has led to the development of fault-tolerant component standards and system design standards such as CSA CHMC1 and CSA HPIT1. In addition, under Daniel's leadership, Sandia was key in advancing the scientific understanding and developing and validating the engineering needed to establish a risk-based approach for defining safety distances for bulk gaseous hydrogen storage at fueling stations and other facilities. This risk-based approach was incorporated in NFPA 2 - Hydrogen Technologies Code. Daniel continues to work with critical code development organizations and standard development organizations both domestically and internationally to provide the R&D needed for the safe deployment of hydrogen technologies.
All of the awards presented are available here: (http://www.hydrogen.energy.gov/annual_review12_awards.html).
Replacement of ANSI FC 1 with International Standard
Josip Novkovic, Project Manager, the CSA Group
Based on requests from industry, CSA Group is coordinating efforts to adopt IEC 62282-3-100, Fuel Cell Technologies - Part 3-100: Stationary fuel cell power systems - Safety, Edition 1, as an American National Standard and replacement to American National Standard for Stationary Fuel Cell Power Systems, ANSI/CSA FC 1.
A letter was submitted to the U.S. National Committee (USNC) on May 4, 2012 notifying it of CSA Group's intentions and requesting authorization to adopt IEC 62282-3-100.
It is the intention to adopt the majority of the IEC 62282-3-100, including its format, as the national standard for the U.S. Please note, inclusion of National Differences from the IEC requirements is anticipated. CSA Group plans to develop the national differences and other revisions according to their accredited procedures and present the proposed standard to the CSA Group Fuel Cell Technical Committee for approval as an American National Standard.
Gaseous Hydrogen Land Vehicle Refuelling Connection Devices is out for Vote
Karen hall, Fuel Cell and Hydrogen Energy Association
The United States Technical Advisory Group (TAG) for ISO/TC 197 has been requested to vote, and comment as needed, on ISO/FDIS 17268, Gaseous hydrogen land vehicle refuelling connection devices. The final draft International Standard, along with the Report of Voting from the second Draft International Standard, is available on CGA's website which can be accessed by members of the TAG. Votes are requested, along with any technical comments on ISO/FDIS 17268 by Friday, June 15, to allow time for obtaining a consensus U.S. position before the close of voting.
Gas Cylinder Compatibility Standard Published
Karen Hall, Fuel Cell and Hydrogen Energy Association
ISO 11114-1:2012, Gas cylinders - Compatibility of cylinder and valve materials with gas contents - Part 1: Metallic materials has been published and is now available through CGA and ISO.
SCOPE: ISO 11114-1:2012 provides requirements for the selection of safe combinations of metallic cylinder and valve materials and cylinder gas content. The compatibility data given is related to single gases and to gas mixtures. Seamless metallic, welded metallic and composite gas cylinders and their valves, used to contain compressed, liquefied and dissolved gases, are considered. Aspects such as the quality of delivered gas product are not considered.
International Hydrogen Safety Course Announced
Prof Vladimir Molkov, PhD, DSc, Director, HySAFER Centre, University of Ulster
The 15th International Short Course and Advanced Research Workshop in the series "Progress in Hydrogen Safety" titled "Hydrogen Safety Facts for Regulators and Public Safety Officials" will be held in Belfast from 21-25 January 2013. It is organised by the University of Ulster with partners of the European FP7 HyFacts project. The registration fee for the 5 day course is only £285 GBP (£100 GBP for 1 day attendance). The programme, registration form and travel information are available at http://www.hyfacts.eu/jan2013.php.
This course will be delivered by the partners of the HyFACTS project and invited speakers from Europe, USA and Japan, who will present the state-of-the-art in hydrogen safety regulations and progress in different countries.
Who should attend: regulatory authorities, public safety officials, hydrogen safety engineers, fire and rescue services, building control, health and safety officers, environmental inspectors, project managers, technology developers, teachers and students, consultants, etc. The course is aimed at all stakeholders who have an interest in working safely with hydrogen and fuel cell systems.
Those registered on the MSc course in Hydrogen Safety Engineering (http://www.ulster.ac.uk/elearning/programmes/view/course/10139) will have their attendance at the International Short Course and Advanced Research Workshop recognised as an element of the module Progress in Hydrogen and Fuel Cell Safety.
CSA Issues Call for Members
Josip Novkovic, Project Manager, CSA Group
CSA Group is seeking voluntary subject matter experts (a minimum of 3 years industry experience) to work on the development of safety standards for fuel cells. The following Standards Technical Committee and Technical Advisory Groups listed below are open for new voting members:
Technical Committee on Fuel Cells
Individuals, corporations, or governmental agencies that have an interest in (1) consumer safety with regard to fuel cells, (2) fuel supply, (3) regulation of fuel, or (4) public safety, are needed to support the standards development process. The Technical Committee on Fuel Cells is responsible for developing and maintaining standards related to fuel cell power system technologies for all fuel cell applications. This Committee exercises general supervision over the preparation and revision of standards for fuel cell power system technologies by directing the activities of technical advisory groups, covering initiation of assignments and supervising the operations and final disposition of all standards developed.
